Inch Cape Offshore Wind Farm will use energy and marine consultancy ABL as marine warranty surveyor on the transport and installation campaigns for the construction of the 1.1 gigawatt project, located off the East coast of Scotland.  

ABL will act as marine warranty surveyor for the full offshore wind farm construction, including the transport and installation of the wind turbine generators, jacket and monopile foundations, offshore substation platform, as well as export and inter-array cables.

Inch Cape is one of Scotland’s largest offshore wind farm projects and is set to play a significant role in supporting Scottish and the wider UK’s offshore wind targets. It will feature 72 turbines generating renewable energy that will be transported 85 kilometres to a new substation at Cockenzie, East Lothian, from where it will enter the national transmission system.

ABL’s office in Aberdeen, Scotland, will manage the project, supported by ABL’s offices in London and Newcastle, UK, and Rotterdam, the Netherlands.

The marine warranty surveyor work will include review of all relevant documentation, vessel inspections and certification of components and vessel equipment.

ABL has been involved with the Inch Cape project since 2019, supporting the early phase planning and development, and is now continuing its support into the construction phase.

The installation of Inch Cape’s offshore substation platform will take place in late summer 2025 and the project is set for completion in 2027.

Energy and marine consultancy ABL was awarded a contract to provide geotechnical engineering consultancy to support jack-up rig operations, as part of a Malaysian plug and abandonment (P&A) and decommissioning campaign.

ABL’s scope of work includes the delivery of site-specific assessments (SSA), leg penetration analysis (LPA), punch-through survival and recovery services, scour and leg extraction analysis, site spot metocean analysis, site zoning and preload optimisation, leg seabed impact analysis, and operability analysis, among other services. The scope of work will last up to 2026.

ABL’s operations in Kuala Lumpur, Malaysia, was awarded the contract and is working together with the geotechnical engineering and jack-up consultancy team based in Singapore, to deliver the scope of work.

He served 18 years as Master on Anchor Handlers, Subsea Light Installation / construction / ROV and supply vessels engaged in towing and subsea maintenance.

Marius is an accredited OCIMF OVID inspector for offshore vessels as well as DP Trials and Assurance Practitioner. Marius has extensive experience in offshore operations, focussing on MWS projects and vessel suitability assessments.

Energy and marine consultancy ABL has supported INPEX with the successful lift installation of a Booster Compression Module (BCM) onto the operator’s central processing facility (CPF), Ichthys Explorer – part of Australia’s Ichthys LNG.

The landmark project involved the loadout, near shore transfer lift, marine transportation from Asia to Australia and the offshore installation of the 4,500 tonnes compression module onto the CPF.

The lift was conducted with the Sleipnir, a semi-submersible crane vessel (SSCV), operated by Heerema Marine Contractors, utilising one of her two massive 10,000 tonne capacity cranes.

The installation lift is one of, if not the, heaviest lift ever performed onto an already operating floating production unit.

“ABL has supported INPEX with its various development phases of the Ichthys Field for close to 15 years, and we were delighted to be asked to support them during this latest essential and complex development stage too. The installation of the BCM will help maintain the CPF’s production rates throughout its 40-year design life.”

Due to the floating nature of the receiving platform, the project involved considerable work in the assessment of the pre-ballasted and post-installation inclinations of the CPF, and the effects of mooring stiffness on these inclinations. The project also involved significant work in the assessment of multi-body relative motions for the installation vessel and the CPF. These were to determine the installation loads, resulting limiting installation sea states, the design of the lift rigging which included some of the largest man-made fibre slings ever fabricated, and the design and installation of a novel bumper and guiding system.

“This has been one of the most interesting technical projects I have ever been involved with, and it was an honour to personally be the attending surveyor for the nearshore transfer, transportation and offshore lift operations. It will certainly go down as a true highlight of my 30 years in the industry.”

Oliver Neill

Experienced offshore energy professional and marine warranty business leader, Oliver Neill, has been promoted to the position of Director of Major Projects for ABL’s marine warranty survey (MWS) operations in England.

A naval architect, Oliver brings extensive experience in the project management of large-scale energy infrastructure projects with multinational supply chains. Having joined ABL in 2016, then known as London Offshore Consultants (LOC), Oliver has worked on some of the company’s largest MWS projects.

His distinguished track record includes lead project manager for the MWS scope on the Tengizchevroil (TCO) FGP-WPMP (Future Growth Project-Wellhead Pressure Management Project), in Kazakhstan.

Following this, Oliver was the lead project manager, overseeing ABL’s MWS and Marine Assurance scopes on BP’s Greater Tortue Almeyim project (GTA) – a multi-year initiative, unlocking gas resources for Mauritania and Senegal via one of the world’s deepest subsea developments.

Based at ABL’s operational headquarters in London, UK, Oliver will lead the major MWS projects team in England, helping to drive process and development to bring added value to projects and clients.

Give us a glimpse into your day-to-day life at ABL . What keeps you on your toes?

“I’m a qualified sailor with years of experience under my belt, and I’m looking to put my skills to good use. I’m pleased to offer my expertise to ABL’s customers and contribute to the industry as a whole.

I’m on the case of investigating maritime accidents from the Great Lakes region to the St. Lawrence estuary and offering my technical assistance to local shipowners.

It’s useful and sometimes essential to be a native French speaker, especially in the province of Quebec, where French is the only official language.”

What drew you to the maritime world and what keeps you passionate about it?

First, travelling and discovering new countries and cultures, then the human relationships. I am passionate about the human dimension in the maritime industry, being a member of a ship’s crew means something for me, and I am always happy to meet my fellow sailors on board the ships on which I work. We are rebuilding this team spirit on board ABL to serve the industry.

Can you tell us about something exciting you are working on right now?

My current projects include conducting audits for shipyards, which require highly specialised expertise.

I am also working on keeping strong relationships with clients of regional insurers and maritime law attorneys, which I would not have had the opportunity to establish while serving on board ships.

Canada will probably be the most exciting place in North America for renewable energy and reducing carbon emissions in the coming years.

Beyond the work, what’s your favourite part about being part of the ABL Group team in Montréal? Any fun team moments you’d like to share?

Our team is small but perfectly formed, based in Montreal but working closely with colleagues in Halifax, Toronto, Vancouver and New York.

During a recent team training session in Panama, I met colleagues from Mexico, Brazil, Panama and the USA. Despite our different origins, we find ourselves united by a common maritime language and a strong maritime culture.

If you could change one thing about the maritime industry, what would it be and why?

I would change the way we think about and treat the people who help make the global maritime industry work: the sailors on board the ships, who are often not seen but still play a vital role in society.

“My day typically involves marine survey activities, either offshore or desk-based. Offshore cases can be particularly challenging, requiring vessel visits, data collection, analysis, or on-site damage assessments. In contrast, my office work involves preparing reports, handling correspondence, and managing project-related tasks.

I also collaborate fully with our talented teams to ensure that we stay on track and meet our objectives. The dynamic nature of the maritime world, along with the interesting cases that require in-depth analysis, keeps me on my toes every day.”

What drew you to the maritime world and what keeps you passionate about it?

I’ve always been captivated by the marine engineering sector and the ocean—its vastness and its crucial role in global trade. The maritime industry uniquely blends cutting-edge technology, logistics, and international operations. What drives my passion is the continuous innovation within the sector and the essential role it plays in connecting nations and facilitating global trade.

Can you tell us about something exciting you are working on right now?

Currently, I’m working on a case that involves developing a specific procedure for a vessel’s long-term lay-up. This project enables me to leverage my background experience while also acquiring new and interesting skills in procedure development.

Beyond the work, what’s your favourite part about being part of the ABL Group team in Dubai? Any fun team moments you’d like to share?


The best part of being part of ABL Group is the team spirit. We work hard but also know how to have fun. 

If you could change one thing about the maritime industry, what would it be and why?


If I could change one thing about the maritime industry, it would be to enhance the integration of digital technologies for more efficient and streamlined operations. While the industry has made progress in areas like automation and data analysis, there is still much room for improvement in terms of real-time monitoring and decision-making. Embracing these technologies would not only drive innovation but also make the industry more competitive and resilient in the long term.

Energy and marine consultancy ABL has been contracted by PGE & Ørsted to provide marine warranty survey (MWS) services to support the offshore construction of the 1.5 GW Baltica 2 offshore wind farm located in the Polish part of the Baltic Sea.

Baltica 2, located 40 km offshore Poland in the Baltic Sea, will comprise of 107 x 14 MW wind turbine generators (WTGs) and four substations installed on monopile foundations. Once fully completed, the Baltica project is expected to provide enough renewable energy to power 2,5 million Polish homes, according to developers.

ABL’s scope of work covers the marine transportation and offshore installation (T&I) of the 107 WTGs. The project is expected to be fully commissioned by the end of 2027.

Under the terms of the contract, ABL will provide technical review and approval of project documentation, drawings and calculations, marine assurance and risk services including vessel suitability surveys for the proposed fleet and DP trials where required, and also on-site attendance to review, approve and oversee all warranted operations.

“Along with our sister company OWC, who is based in Poland, we have significant experience in supporting the Baltic Sea’s offshore wind development in a number of capacities. This includes our work as MWS to support the construction of the Baltic Eagle offshore wind project and supporting more than 3 GW of potential offshore wind capacity with a range of engineering services, from technical advisory, cost engineering, geotechnical and GIS support.”

ABL’s operation in Hamburg, Germany, will manage the project. On-site attendances and vessel surveys will be supported by ABL’s wider European footprint, including ABL’s offices in Norway, Netherlands, France and UK. It may also draw on the specialised advisory and engineering consultancy expertise of OWC Poland, based out of offices in Warsaw and Gdansk.
